Capacity development

The objective:      Solomon Islands public institutions and agencies have the capacity to identify their own directions, to lead and manage sustainable change, to reflect on strengths and weaknesses and to continuously improve performance.

 

The strategy

RAMSI will ensure that its capacity development processes are increasingly aligned with Solomon Islands needs and expectations. RAMSI will directly support Solomon Islands Government agencies to jointly plan for, monitor and report on progress towards agency self-reliance.

RAMSI’s work

RAMSI’s presence in Solomon Islands is, first and foremost, about helping to develop the capacity and confidence of the people and institutions of Solomon Islands to work independently, effectively and self sufficiently so they are able to govern their nation in a safe, transparent and accountable manner.

This goal is present in all of RAMSI’s work and is one of the primary tasks of RAMSI advisers who work to build greater knowledge and skills in their local counterparts. Capacity is also being developed through partnering of organisations, training and mentoring.

A long term process

Building capacity is a complex and long-term commitment that requires a shared understanding to be effective. The Partnership Framework identifies capacity development as a key issue that cuts across all RAMSI activities and pledges that all ministries and other agencies involved in RAMSI programs will have the ability to sustain their performance after the draw-down of RAMSI’s activities.

Importantly, the Partnership Framework provides for capacity development support which respects Solomon Islands leadership and is aligned to Solomon Islands needs and expectations.

Joint responsibility

Under the Partnership Framework, the Solomon Islands Government and RAMSI will share the responsibility for monitoring and assessing the progress of their joint efforts in capacity development and there will be joint responsibility for results.
