The Office of the Special Coordinator is the central office responsible for the overall coordination of RAMSI’s work, liaising with and overseeing the work of all civilian, police and military components of RAMSI. It is also responsible for liaison and consultation with the Solomon Islands Government and with other parts of Solomon Islands society.

Special Coordinator Graeme Wilson
Graeme Wilson became the Special Coordinator of RAMSI in January 2009. replacing Tim George who served in the position from November 2006. Previous Special Coordinators have been Tim George (November 2006 to January 2009), James Batley (August 2004 to November 2006 and Nick Warner (July 2003 to August 2004).

As Special Coordinator, Mr Wilson is responsible for the overall coordination and strategic direction of RAMSI’s program of assistance in Solomon Islands. Mr Wilson is a senior Australian diplomat who brings to the mission considerable experience of RAMSI, Solomon Islands and the region. He was promoted to First Assistant Secretary in the Australian Department of Foreign Affairs and Trade after heading up its Pacific Branch for a number of years. Prior to this role, he served as Australia’s Ambassador to Mexico. Mr Wilson has also had diplomatic postings in New Caledonia, France and Vanuatu.  

Mr Wilson holds a Master of Arts degree in French from the University of Melbourne, and a Master of Arts degree in International Relations from the University of Southern California.  He speaks French, Spanish, Bislama and Solomon Islands Pidgin. Mr Wilson is married and has three children.

Deputy Special Coordinator Justin Fepulea'i
Justin Fepulea’i is RAMSI’s Deputy Special Coordinator. Prior to commencing with RAMSI in March 2009, Justin served within the Americas Division of New Zealand’s Ministry of Foreign Affairs and Trade, where he was responsible for New Zealand’s relations with the United States (political and security).

Justin joined New Zealand’s Ministry of Foreign Affairs and Trade in December 2006, having previously served as a policy officer in the New Zealand Ministry of Defence since August 1999. During this time, Justin worked in both the Strategic Policy and International Defence Relations branches. For a time, he was responsible for providing policy input and advice to the New Zealand Defence Force’s Mutual Assistance Programme, which provides training assistance to military and police forces in the Pacific and Southeast Asia.

Justin has travelled extensively throughout the South Pacific, and made a number of visits to Solomon Islands between 2001 and 2006 as part of his role with New Zealand’s Ministry of Defence. Justin is a Samoan-New Zealander who was born in Auckland and has a PhD in Political Studies from the University of Auckland.

 
Assistant Special Coordinator Mataiasi Lomaloma
Mataiasi Lomaloma, commonly known as Masi, took up the post of Assistant Special Coordinator in July 2005, replacing Sekove Naqiolevu, who served in the position since RAMSI’s inception in July 2003. Masi is from the Republic of Fiji’s Ministry of Foreign Affairs and External Trade. Masi started his career as an Army Officer of the Fijian Military Forces. Whilst in the Army, he served in a number of peace-keeping operations in the Middle East. His last tour was with the United Nations Interim Force in Lebanon (UNIFIL) as the Battalion Commander of the Fiji Battalion. Masi left the Army in 1990 to join the Fiji Civil Service. He has served extensively throughout Fiji in various ministries and departments before coming to RAMSI.

Development Coordinator Paul Kelly
Paul Kelly joined RAMSI as Development Coordinator in October 2007, replacing Stuart Schaefer who was Acting Development Coordinator since July 2007. He brings a wealth of development knowledge and experience to the mission with over 15 years spent working in bilateral and international humanitarian programs and supporting corporate change processes. Paul has previously worked in the Pacific during a posting to Fiji in 1997. Prior to commencing as the RAMSI Development Coordinator, Paul was posted to Vietnam as Director of AusAID's Mekong Section.
