The Partnership Framework

Tabled in Solomon Islands Parliament in November 2009, the Solomon Islands Government – RAMSI Partnership Framework is a significant milestone in the relationship between Solomon Islands and RAMSI. The framework will guide RAMSI’s support for Solomon Islands.

The Partnership Framework was jointly developed by the Solomon Islands Government and RAMSI. It is designed to provide clear objectives and targets for RAMSI’s work in Solomon Islands, with indicative timeframes linked to each objective.

The RAMSI ‘work plan’

Importantly, the Partnership Framework does not expand RAMSI’s scope. It is a forward-looking ‘work plan’ that builds on the achievements made since RAMSI’s inception, including the restoration of law and order and strengthening of Solomon Islands institutions, such as the Royal Solomon Islands Police Force (RSIPF) and the Ministry of Finance & Treasury.

The Partnership Framework sets out the goals, objectives, targets and indicative timeframes for RAMSI’s work, with objectives aligned to Solomon Islands Government priorities.

It is also a ‘living document’, meaning that it can be adjusted within the parameters of RAMSI’s mandate to reflect changing priorities, conditions and developments in Solomon Islands. Any changes made to the Partnership Framework must be mutually agreed by Solomon Islands Government and RAMSI, before endorsement by the Pacific Islands Forum.
